Start with housing realism

Portugal's popularity means old cost-of-living assumptions can become stale quickly. Build the plan from current housing you could actually book or rent, not from an old national average. Lisbon, Porto and Madeira should each have their own budget.

For a move rather than a visit, keep temporary housing and permanent housing as two separate decisions. Paying more for the first few weeks can be rational if it gives you time to inspect neighborhoods and complete paperwork.

Remote work has a defined residence path

Portugal's immigration authority AIMA maintains a residence-permit route for people carrying out professional activity remotely for entities outside Portugal. The permit is tied to the appropriate residence visa and requires evidence of the remote employment or service relationship and proof of where the applicant is living.

AIMA states that this temporary residence permit is valid for two years from issue and can be renewed for successive three-year periods. That makes Portugal materially different from destinations offering only a short digital-nomad stay.

Lisbon, Porto and Madeira are different products

Lisbon gives the broadest international network and services. Porto is smaller and can be easier to navigate as a daily city. Madeira offers a different island setup where location can determine whether you need a car.

Use the same comparison categories for all three: real rent, transport, airport access, work setup, climate preference and how often you expect to leave the region.
